Master Planning for 24 Elementary, Middle and High Schools

Santa Rosa City Schools (SRCS) faced a significant need to improve all 24 campuses in its district by undertaking long overdue repairs and upgrades, in addition to requiring new high-performing learning facilities. After conducting extensive assessments at each campus and engaging the community through more than 70 meetings in each school neighborhood as a fundamental part of the process, the Facilities Master Plan (FMP), funded from a $230 million General Obligation Bond, identified and addressed the long-term needs for each site.

A unique method employed in developing the FMP was the application of Indicators of Quality (IoQ). This process allowed for projects to be objectively evaluated for relative importance and benefit to the students and teachers. The IoQ analysis also proved to be a very useful tool in creating the Implementation Plan. The Implementation Plan identifies projects noted in the FMP to develop in priority order under the Measure I and L bond programs. The comprehensive report outlined a variety of projects throughout all SRCS schools, including construction of new or replacement facilities, modernization of existing facilities, site improvements, security upgrades and technology implementation. The thorough process and high level of community engagement was well supported and received by the SRCS Board of Education and approved without any opposition.
